Die große Herausforderung, die infolgedessen an die Personalentwicklung gestellt wird ist, die Mitarbeiter durch Lernen zu befähigen, sich der veränderten bzw. anspruchsvolleren Situation anzupassen.
Unter Personalentwicklung versteht man deshalb „…die personalwirtschaftliche Funktion, die darauf abzielt, Unternehmensmitgliedern aller hierarchischer Stufen Qualifikationen zur Bewältigung der gegenwärtigen und zukünftigen Anforderungen zu vermitteln.“
Durch die Personalentwicklung sollen also die individuellen Talente und Fähigkeiten der Unternehmensmitglieder im Hinblick auf zukünftige Anforderungen gefördert werden. Der Prozess der Personalentwicklung besteht aus diesem Grund aus einer Reihe von aufeinander folgenden Aktivitäten, durch die das Leistungspotential der Unternehmensmitglieder verbessert und gesteigert werden soll.
