Die Armut auf der Erde ist aber nicht nur ein Thema einiger Regionen, in der so genannten Dritten Welt, sondern auch in den Schwellenländer und reichen Industrieländern. Die Diskussion über Wirtschaft, Wachstum, Globalisierung und Armut wird in allen Teilen der Welt betrieben. Nun kommt es in allen Teilen der Erde zu unterschiedlichen Einschätzungen dieser Punkte. Werden in den Industrieländern die Institutionen der Globalisierung negativ beleuchtet, so werden sie in den Entwicklungsländern mit ganz anderen Augen angesehen. Sind in den reicheren Ländern die Antiglobalisierungsgegner im Vormarsch um weitere Unterstützung der Bevölkerung, so können in vielen Entwicklungsländern die Menschen diesen Auffassungen nicht zustimmen (Dollar, 2004). Die Frage ist nun: Wie wirkt Wachstum auf Armut? In diesem Aufsatz soll behandelt werden, wie Wachstum und andere volkswirtschaftliche und politische Maßnahmen Armut verringern und wie die Einkommensverteilung zugunsten der Armen verändert werden kann. Diese Frage soll erörtert werden, an Hand von vier Artikeln aus der umfangreichen Literatur der Wachstumsforschung. Die Forschungsprojekte sollen in diesem Aufsatz mit ihrer Methode dargestellt werden und dann auf ihre Ergebnisse bei der Armutsreduzierung ausgewertet werden. Der erste Artikel von David Dollar und Aart Kraay, „Growth is Good for the Poor“ (2002), behandelt die Auswirkungen von Wachstum auf die verschiedenen Einkommensschichten und kommt zu dem Ergebnis, dass Wachstum die Armen genauso begünstigt, wie alle anderen Einkommensschichten. Der zweite Artikel von Erich Gundlach, Pablo de Navarro und Natascha Weisert, „Education Is Good for the Poor: A Note on Dollar and Kraay“ (2002), beleuchtet einen Punkt der im ersten Artikel als nicht bedeutend für die Armen betrachtet wird. Es wird die fördernde Wirkung von Bildung für die Armen untersucht, mit dem Ergebnis, dass der Anteil der Armen an der Einkommensverteilung durch Bildung vergrößert werden kann. Der dritte Artikel von David Dollar, „Globalization, Poverty and Inequality since 1980“ (2004), behandelt die Auswirkungen von Globalisierung auf das Einkommen der Armen und die Einkommensverteilung. Dollar kommt zu dem Ergebnis, dass die Öffnung der Märkte den Armen direkt durch Einkommenssteigerungen hilft. [...]
