Klein erläutert, dass Staat und Presse - im Folgenden definiert als die Gesamtheit der periodischen Druckschriften - in direkter Wechselwirkung zueinander stehen. Der Presse kommt eine herausragende Stellung in Staat und Gesellschaft zu, weil sie konstitutiv den öffentlichen Diskurs anregt und in ihren Presseerzeugnissen eine öffentliche Meinung bildet und artikuliert. Für die Demokratie ist es wichtig, diese Meinung zu kennen, um in angemessener Form politische Entscheidungen treffen und reflektieren zu können. Zur Erfüllung dieser öffentlichen Aufgabe der Meinungsbildung gewährt der Staat der Presse bestimmte Privilegien. Doch das ist nicht alles, was sich hinter dem „schillernden Begriff der öffentlichen Aufgabe“ verbirgt. Ziel meiner Arbeit wird sein, dem Leser diesen Begriff näher zu bringen. Dazu ordne ich ihn zunächst in seinen historischen Kontext ein. Im Hauptteil meiner Ausführungen stelle ich die wichtigsten juristischen Aspekte zum Thema dar. Am Ende schließlich werde ich versuchen, die Aufgaben der Presse in einem Fazit zu definieren und zusammenzufassen.
