Um so höher der berufsqualifizierende Abschluss, um so eher hat man die Chance auf einen der inzwischen zur Mangelware gewordenen Jobs auf dem Arbeitsmarkt. Doch nicht jeder kann diesem Anspruch gerecht werden, besonders nicht auf internationaler Ebene, glaubt man aktuellen Studien.
Seit man mit PISA (Programme for International Student Assessment), die schulischen Leistungen von 15-jährigen Schülern aus allen Bereichen des Berufsbildungssystems gemessen hat. Steht fest, Deutschland schneidet im internationalen Vergleich unterdurchschnittlich ab. Vermeintliche Gründe dafür könnten die großen Unterschiede zwischen leistungsstarken und leistungsschwachen Schülern sein. Ausgelöst u.a. durch ungleiche Chancen im Bildungssystem und einer mangelhaften Berufsbildungspolitik. Wie das Berufsbildungssystem und die Berufsbildungspolitik aussieht, wird zu Beginn beschrieben. Um die vielfältigen Verflechtungen dieser zwei Bereiche aber auch die separat zu betrachtenden Gegebenheiten zu verstehen, wird das Berufsbildungssystem erläutern, mit dem Schwerpunkt auf das Duale System bei Berufsausbildungen. Im weiteren Verlauf wird die Berufsbildungspolitik definiert. Diese gestaltet sich komplex, durch historisch gewachsene, bürokratische Institutionen. Zudem werden die fortlaufend an Bedeutung gewinnenden beruflichen Weiterbildungen dargestellt. Die Problemlagen des Beschriebenen und die momentane Situation werden erläutert, dann auf aktuelle Debatten und angestrebte, sowie bereits laufende Reformen eingegangen.
