Dieses Buch ist nach seinen eigenen Worten der Entwurf einer universalistischen Supertheorie. Er erhebt den Anspruch die Welt insgesamt zu beschreiben und knüpft in seiner Theoriekonstruktion an die Arbeiten Talcott Parsons an. Luhmann`s Bestreben ist es, mit seiner Theorie sozialer Systeme, eine für die Soziologie einheitliche Gesellschaftstheorie darzulegen. Diese Theorie soll auf möglichst viele Sachverhalte anwendbar sein, woraus sich die hohe Abstraktheit und Vielschichtigkeit erklärt. Seine Systemtheorie geht von einer unendlich komplexen Welt aus, die sich aus einer Vielzahl von Handlungen, Ereignissen und Zuständen zusammensetzt. Ziel ist eine Reduzierung dieser Komplexität und eine Ordnung der Welt. Aus diesem Grunde strukturiert Niklas Luhmann die Welt mit Hilfe von Systemen und die Gesellschaft, als eines dieser Systeme mit Hilfe von sozialen Systemen.
