Medien sind aber immer auch ein Werkzeug der Macht. Wer Macht hat, entscheidet, wer was wann wo wie sagt. Gerade wenn Medien von staatlicher Seite her kontrolliert werden, geraten sie schnell in die Abhängigkeit des Regimes, werden bevormundet, zensiert, kontrolliert und missbraucht. Nicht anders erging es den Medien in der Tschechoslowakischen Republik. Unter dem kommunistischen Regime hatten die Medien keine Chance auf Pressefreiheit, unparteiliche Berichterstattung oder gar Kritik. Private Anbieter von Print - Medien oder Rundfunk gab es nicht, Parteilieblinge besetzen die entsprechenden Posten in den Redaktionen. Doch für die Medien in der dann neu entstandenen Tschechischen Republik war Hoffnung in Sicht.
Nachdem 1989 das kommunistische Regime zusammenbrach und Tschechien sich der Demokratie zuwandte, konnten auch die Medien sich von staatlicher Kontrolle befreien. Doch haben sich die Medien nach der Wende tatsächlich von den Parteien getrennt? Lassen sich Strukturen, die sich über Jahre hinweg in die Denkstrukturen der Menschen verfestigt haben, einfach „privatisieren“? Oder hat gerade die jahrelange Unterdrückung der Menschen im Bereich der Informationsbeschaffung einen Hunger nach Informationen begünstigt, der die Transformation auf dem Mediensektor vorangetrieben hat? Um die heutige Situation der Medien in Tschechien zu verstehen, ist die Kenntnis der historischen und politischen Rahmenbedingungen unumgänglich, die in Kapitel 2. ausgeführt werden. Was sich im Bereich der Print - Medien getan hat und tut, wird Kapitel 3 zeigen. Auch auf dem Fernseh-, Film- und Hörfunksektor hat sich seit 1989 viel verändert. Die Umbrüche auf diesem Medienzweig stellt Kapitel 4 dar. Als Fazit macht Kapitel 5 den Versuch auf die eingangs gestellten Fragen eine Antwort zu finden und auf die zentrale Frage der Arbeit: Ist das Mediensystem Tschechiens das Ergebnis einer erfolgreichen Transformation?
