In dieser Phase des 2. Weltkrieges kam es zu der wohl entscheidenden Wende, da es der Roten Armee der Sowjetunion erstmals gelang den feindlichen Aggressor nachhaltig zurückzudrängen. Auch in Nordafrika drohten zu diesem Zeitpunkt aus Sicht der Deutschen und ihrer Verbündeten entscheidende Niederlagen.
In dieser Phase verschlechterte sich auch das Bündnis zwischen Deutschland und Italien, da auch Italien und seine Bevölkerung von der militärischen Katastrophe in großem Umfang betroffen war. Die sich zunehmend verschärfende militärische Krise bedrohte auch die faschistische Koalition. Die Unzufriedenheit über den Verlauf des Krieges wuchs im Volk unaufhörlich; für viele Italiener schien der Krieg bereits verloren. Das faschistische Regime unter der Führung Mussolinis blieb von der aufkommenden öffentlichen Kritik nicht ausgeschlossen. Es kam zu vermehrten Unruhen unter den Arbeitern, die für Lohnerhöhungen und zusätzliche Lebensmittelrationen zu Streiken begannen. Vor allem aber begann die Bevölkerung erstmals für den Frieden und für ein Ende des Krieges zu demonstrieren. Unter den Unzufriedenen waren zu diesem Zeitpunkt nicht mehr nur Oppositionelle zu finden, sondern auch viele Faschisten, die über viele Jahre treu ihrem Führer, dem „Duce“ gefolgt waren.
So wurde König Vittorio Emanuele III nach der Landung der alliierten Truppen auf Sizilien im Sommer 1943 von verschiedenen Seiten gedrängt die konstitutionelle Gewalt wieder zu übernehmen. Da dieser aber weder ein Anhänger der ehemaligen liberalen Führer des Landes war, noch einen Faschismus ohne Mussolini unter der Führung Dino Grandi bevorzugte, entschloss er sich eine Militärregierung zu bilden und die Präsidentschaft Marschall Pietro Badoglio zu übertragen. Am 25. Juli erklärte der König Benito Mussolini, dass er ihn von seinen Ämtern enthoben habe und veranlasste die Verhaftung des faschistischen Führers. Die Absetzung Mussolinis war somit gesetzlich legitimiert. Die neue Regierung Italiens wollte schnellstmöglich einen Separatfrieden mit den Alliierten aushandeln, um somit die Monarchie als Staatsform im Lande zu sichern.
