Am 8. Mai 1983 gab Premierministerin Margaret Thatcher ihre Entscheidung zu Neuwahlen bekannt, bereits fünf Tage später – am 13. Mai – wurde das Parlament aufgelöst und am 9. Juni folgten die Unterhauswahlen. 1979 hatte die Conservative Party mit einem Vorsprung von 70 Stimmen vor der Labour Party einen deutlichen Wahlsieg errungen und so nach fünf Jahren unter einer Labour-Regierung wieder einen Regierungswechsel herbeigeführt. Die ersten drei Jahre von Thatchers Amtszeit waren jedoch nicht besonders erfolgreich. Erst der Sieg des Vereinigten Königreichs über Argentinien im Falkland-Krieg im April 1982 sorgte für eine deutliche Verbesserung ihres Ansehens. Auch die wirtschaftliche Situation des Landes schien sich zumindest teilweise zu verbessern. Gute Umfragewerte sowie richtungsweisende Ergebnisse bei kürzlich erfolgten lokalen Wahlen waren entscheidend dafür, dass sich Margaret Thatcher bereits ein Jahr vor Ablauf der Legislaturperiode zu Neuwahlen entschloss. Während Thatcher mit zunehmender Amtszeit immer mehr Erfolge verbuchen konnte, stellte sich die Ausgangslage für die Oppositionsparteien 1983 komplett anders dar. Michael Foot war seit 1980 Parteiführer der Labour Party und sorgte in einer sowieso schon unruhigen Partei für weitere Unruhe, indem er für relativ linke Positionen einstand. Roy Jenkins, ein ehemaliger Minister der Labour Party, trat daraufhin aus der Labour Party aus und gründete 1981 die Social Democratic Party. Für die anstehenden Unterhauswahlen ging die SDP mit der Liberal Party eine Allianz ein.
Für Margaret Thatcher kam es 1983 darauf an, ihren historischen Sieg von 1979 zu behaupten. Für Michael Foot und seine Labour Party stellte sich die Frage, ob man die vier Jahre zuvor verlorene Macht würde zurückerobern können. Die neuformierte Alliance ließ es darauf ankommen, das Rennen um den zweiten Platz zu gewinnen. Neben den politischen Zielen der Parteien waren es nicht zuletzt diese Rahmenbedingungen und die Wahlkampfstrategien der Parteien, welche für einen interessanten Wahlkampf sorgten – wenngleich schon recht früh an den Umfragewerten abzulesen war, dass man es wohl kaum mit einem Kopf-an-Kopf-Rennen zu tun bekommen würde. Um so lohnender scheint daher ein Blick auf die politischen Ziele und die Kandidatenkonstellation der Parteien.
