Auf Grund dessen steht vor allem die Problematik der Integration der Aboriginal People in das politische System Kanadas im Fokus der intergouvernementalen Diskussion. Dabei liegt der Schwerpunkt auf der Frage ob, neben den verfassungsrechtlich formal bestehenden föderalen Ebenen der Bundesregierung und der Provinzregierungen Formen der Aboriginal Governments als mögliche dritte Regierungsebene treten sollen. Durch den Constitution Act von 1982 wurden den Aboriginal People Kanadas wesentliche Rechte zugesprochen und garantiert, die ihr Recht auf Selbstbestimmung und Selbstregierung gewährleisten sollen. Seither bestehen diese Rechte als zentrale Pfeiler der verfassungsmäßigen Ordnung Kanadas (vgl. Abele,
Prince 2003: 135). Die konstitutionelle Verfestigung der Rechte der Ureinwohner stärkte nicht nur ihre Rolle im föderalen System, sondern führte auch zur zunehmenden Verhandlung und Umsetzung von Formen der Selbstregierung, mit denen der verbesserten Integration der Ureinwohner in das politische System Kanadas Rechnung getragen werden soll. Dabei sind Selbstregierungen bzw. Aboriginal Self-Governments Regierungen, die im Rahmen der kanadischen Verfassung durch die Aboriginal People selbst eingesetzt, verwaltet und geführt werden (vgl. Kaufmann et al. 2003: 50). Die Anerkennung dieser Selbstregierungen stellt den kanadischen Föderalismus aber auch unter wachsenden Veränderungs-, Anpassungs- und Reformdruck. Die hier vorliegende Arbeit beschäftigt sich mit der Frage, wie die politische Integration der Aboriginal People in den kanadischen Föderalismus unterstützt, vorangetrieben und gewährleistet werden kann. Der Schwerpunkt liegt, auf der Untersuchung der intergouvernementalen Beziehungen zwischen der Bundesregierung sowie den Provinz- und Territorialregierungen und den Aboriginal People und ob diese Verknüpfungen zur verstärkten Partizipation der Ureinwohner in das föderale System Kanadas beigetragen haben oder ob weiterer Reformbedarf besteht. Es sind aber nicht nur die externen Gründe, auch unternehmensinterne Gründe sprechen häufig für eine Anwendung der IAS/IFRS Standards. Der Gesetzgeber hat bereits ein Wahlrecht für die Bilanzierung nach IAS/IFRS auch im Einzelabschluss festgesetzt. Eine Verpflichtung für den Mittelstand ist nach den derzeitigen Gesetzesentwürfen nicht vorgesehen, aber immer mehr Unternehmen stellen sich die Frage, ob eine freiwillige Umstellung auf internationale Standards vorgenommen werden sollte. Von Vorteil sehen viele Unternehmen die bessere Darstellung der Vermögens-, Finanz- und Ertragslage. Aber auch der hohe Aufwand und die mit der Umstellung verbundenen Kosten bleiben vom Mittelstand nicht unbeachtet. Eine neue Situation, auf die sich alle Abteilungen eines Unternehmens, Wirtschaftsprüfer und Finanzanalysten einstellen müssen.

Auf einen Nenner gebracht lautete so die Kernaussage der Dependenztheorien, die in den 60er und 70er Jahren in Lateinamerika entstand. Die verschiedenen Ansätze der Dependenztheorie versuchten fast alle in einer sozioökonomischen Gesamtinterpretation die Entwicklungsproblematik Lateinamerikas als Problem der Abhängigkeit von den industrialisierten Ländern auf zu deuten, die Rahmenbedingungen der Entwicklung in ein theoretisches Konzept einzuordnen und Erklärungsmuster für diese Rahmenbedingungen zu finden. Die in der Nachfolge der Imperialismustheorie stehende Dependenztheorie erklärt die Entwicklung der lateinamerikanischen Länder als „Entwicklung zur Unterentwicklung“, die durch exogene Faktoren veranlaßt wird. In dieser Einleitung mag es genügen die Hauptaussage der Dependenztheorie so darzustellen: Die kapitalistischen Länder des Nordens sichern ihre eigenen Aufstieg und ihre wirtschaftliche Potenz durch die Ausbeutung der Länder der sogenannten Dritten Welt. Diese Länder sind assymetrisch in die Weltwirtschaft integriert und haben in dieser Konstellation keine Möglichkeit, sich der Ausbeutung selbst zu entziehen. Die industrialisierten Länder haben wiederum kein Interesse daran, die Situation zu ändern, da sie selbst von der Ausbeutung profitieren. Lösungen, die innerhalb der Dependenztheorie angeboten werden, variieren je nach Richtung zwischen der Schaffung eines lateinamerikanischen Wirtschaftsmarktes bis hin zu radikalen Umstürzung der Welt(wirtschafts)ordnung, um den Kapitalismus zu vernichten. Obwohl die Dependenztheorie seit ihrer wissenschaftlichen Glanzphase in den 70er Jahren heutzutage eher an Bedeutung verloren hat, soll in dieser Arbeit die Dependenztheorie als eine mögliche Theorie der Modernisierung von Ländern betrachtet, ihre Besonderheiten aufgezeigt und als theoretische Konzeption kritisiert werden. Dies geschieht anhand von zwei Werken des Dependenztheoretikers Armando Córdova: „Strukturelle Heterogenität und wirtschaftliches Wachstum“ und sein Buch „Die wirtschaftliche Struktur Lateinamerikas“ das er zusammen mit Hector Silva Michelena verfaßte. Länder - Zeitalter Weltkriege, Note: 1,0, Universität Augsburg, Veranstaltung: Der Erste Weltkrieg (Proseminar), Sprache: Deutsch, Abstract: Der Aufruf „An die Kulturwelt“, auch Manifest der 93 genannt, entstand 1914 durch die Zusammenarbeit des Bühnenautors Ludwig Fulda, der den Text verfasste, Herrmann Sudermann, der diesen in Absprache mit Fulda überarbeitete und dem dichterisch ambitionierten Bürgermeister von Berlin, Georg Reicke, der dem Text seine Thesenform gab. Im sogenannten „Krieg der Geister“ entstanden während dem Ersten Weltkrieg massenhaft Gedichte, Schriften und Aufrufe, doch kein Aufruf aus dem Deutschen Reich wurde im Ausland so oft und so negativ rezipiert wie dieser. Er wurde allgemein als Bekenntnis der deutschen Intellektuellen zum Militarismus bekannt und als solches geschmäht und verachtet. In diesem Manifest leugneten die Verfasser die Gräueltaten deutscher Soldaten an belgischen Zivilisten, behaupteten, der Krieg sei für Deutschland ein Verteidigungskrieg und stellten den Militarismus als einen nicht abtrennbaren Teil der deutschen Kultur dar. Doch was bewegte so viele deutsche Intellektuelle zu dieser Zeit, diesen chauvinistischen und die Wahrheit verdrehenden Aufruf zu unterzeichnen? Und wie rezipierten sie später das Manifest?
Diesen Fragen wird in der Arbeit anhand einer Auswahl von drei Zeugen, die repräsentativ für die Unterzeichner in ihren Meinungen und späteren Verhaltensweisen in Bezug auf das Manifest stehen, nachgegangen. Die ausgewählten Zeugen sind Ludwig Fulda, der Verfasser des ursprünglichen Textes selbst, der berühmte Physiker Max Planck und der Dichter Gerhart Hauptmann.
Eine Untersuchung der Motive der Unterzeichner kann Aufschluss über die Denkweisen der damaligen Zeit geben und ist somit ein wichtiges Mittel, um die Ideologie, die im Deutschen Reich unter Kaiser Wilhelm II. vorherrschte, besser verstehen zu können. Dagegen gibt die Untersuchung der Widersprüche innerhalb der Charaktere Aufschluss darüber, wie sehr oktroyierte Werte die Meinung des Einzelnen beeinflussten. Eine genaue Betrachtung der späteren Rezeptionen des Manifest durch die einzelnen Unterzeichner ermöglicht zusätzlich einen Einblick, wie für die Gewinnung von Unterschriften berühmter Personen manipuliert wurde und wie die jeweiligen Personen nach Aufdeckung des Betrugs darauf reagierten. Im Folgenden sollen nun diese drei Untersuchungen anhand der oben genannten Zeugen durchgeführt werden.

About the Author

Elizabeth Hammerman is a dedicated science educator and consultant. Her professional background includes teaching science at the middle school and high school levels and over 20 years of experience teaching university science education courses and co-directing funded grant projects. She has done extensive professional development with teachers in the field, specializing in curriculum development and implementation, performance assessment, and effective teaching and learning. The need for high-quality professional development programs and materials in science education became apparent throughout the many projects and professional relationships with teachers who were eager to increase their knowledge base, skills, and confidence for teaching science more effectively.

Hammerman has co-authored a book on performance assessment in science and authored a database of science assessment tasks. She has published articles, presented programs at national conferences, consulted nationally, and developed curriculum and assessments for cutting-edge school districts and commercial products.

Since relocating to North Carolina in 1999, Hammerman has been a math/science consultant for a consortium of seven county school systems, has taught undergraduate and graduate courses in teacher education and science education, served as director of education and professional development for Virtual Learning Systems, and worked as a consultant for the North Carolina Department of Public Instruction. She is actively involved in professional development and continues to work on a series of professional development books for science education for Corwin Press.

Kaplan und David P. Norton in der Harvard Business Review einen Artikel über ihr Konzept der „Balanced Scorecard“. Dieses Konzept ging aus einem Forschungsprojekt hervor, das mit 12 USamerikanischen Unternehmen durchgeführt wurde. Es sollte die Umsetzung der Unternehmensstrategie im Alltag erleichtern und die Problematik aufgrund der ausschließlichen Orientierung an finanziellen Messgrößen lösen. Im Gegensatz zu den klassischen Steuerungssystemen berücksichtigt die Balanced Scorecard neben den finanziellen Kennzahlen auch operationale Zielgrößen. Denn „[..] Cashflow oder Umsatzerlöse sagen nichts darüber aus, warum bestimmte Umsatzziele erreicht wurden und andere nicht“ (Frick, I., 2000, S.22). Die Balanced Scorecard (ins Deutsche übersetzt: ausgewogene Kennzahlentafel) hat das Ziel, alle für den Erfolg eines Unternehmens wichtigen Faktoren zu erfassen, messbar zu machen und zu kommunizieren (Vgl. Frick, I., 2000, S.22). Sowohl die Mitarbeiterleistung, die Innovationsstärke, die internen Prozesse als auch die finanziellen Entwicklungen (Vgl. Frick, I, 2000, S.22). Der Name deutet bereits auf die Ausgewogenheit des Balanced Scorecard-Systems hin- es soll eine Balance herrschen „[...] zwischen kurzfristigen und langfristigen Zielen, monetären und nicht monetären Kennzahlen, zwischen Spätindikatoren und Frühindikatoren sowie zwischen externen und internen Performance-Perspektiven“ (Kaplan, R.S./ Norton, D.P. ,1997, S.VII).

Darüber hinaus wird auf das Beschäftigungsfeld und die rechtliche Lage der Ammen eingegangen.
In einem zweiten Teil erfolgt derselbe Vorgang bezüglich der Pädagogen.
Abschließend wird das Verhältnis zwischen den Ammen/Pädagogen und ihre Zöglingen anhand vorliegender Quellen analysiert und die Arbeit mit einem zusammenfassenden Fazit geschlossen.
Die Literaturlage zwingt, die Schwerpunkte der Arbeit ungleichmäßig zu verteilen, da die Forschung sich ausführlich mit den Ammen, dagegen kaum mit den Pädagogen befasst hat. Die Arbeit bezieht sich ausschließlich auf die Lage in Rom während der Kaiserzeit, insbesondere der ersten drei Jahrhunderte, da die Quellenlage besonders für diesen Zeitraum relevant ist.
