Die Ausbildung der Jugendlichen zu sozialistischen Bürgern wurde in den Schulen, bei den Pionieren und der FDJ betrieben. Doch auch das Bedürfnis der Jugend nach Unterhaltung, Spaß, nach Grenzen austesten und Grenzerfahrungen machen mußte befriedigt werden. Die Einflussmöglichkeiten auf Inhalte und Gestaltung der Freizeit der Jugendlichen gelten in der DDR als planbar: So schreibt ein ostdeutscher Theoretiker: „Die Freizeit der Jugend ist ein gesamtgesellschaftliches Anliegen. (...) Wie alle grundlegenden sozialen Erscheinungen und Prozesse im Sozialismus wird auch die Entwicklung der Lebensweise (der Jugendlichen) nicht dem Selbstlauf überlassen, sondern zum Gegenstand gesellschaftswissenschaftlicher Planung und politischer Kontrolle gemacht. Die Entwicklung der sozialistischen Lebensweise in der Freizeit ist ein planmäßig geleiteter Prozess.“ (Die gesellschaftliche Einflussnahme auf diese Sphäre erfolgt im Sozialismus durch die Herstellung solcher Verhältnisse und Voraussetzungen, welche die Aktivität der Persönlichkeit fördern und dabei gleichzeitig auf die Bedürfnisse, Interessen und Wertorientierungen der Menschen planmässig und zielgerichtet entwickeln). Die offizielle Jugendkultur wird von den Verbänden der Pioniere und FDJ mit ihren vielfältigen Aktivitäten und Angeboten durchorganisiert. Die FDJ organisiert DDR-weit etwa 15.000 Jugendclubs, in denen regelmäßig Tanzabende stattfinden und 5.000 Diskotheken. Der Einlass zu den Veranstaltungen wird von FDJ-Funktionären betrieben, deren Entscheidungen oft als willkürlich wahrgenommen werden. Das Programm trifft auch nicht immer den Geschmack der Jugendlichen: So wurde Sabine 1979 bei einer Tanzveranstaltung in einem FDJ-Jugendclub Zeugin „einer Sternstunde staatsjugendlicher Unterhaltungskunst: „Plötzlich setzt die Musik aus“, berichtet Sabine, „und ein Typ tritt auf - mit einer Hundedressurnummer!“. Freie Diskotheken werden staatlich stark kontrolliert und bei Anzeichen für nicht staatskonformes Verhalten (z.B. der Nichteinhaltung der 60% sozialistische Musik und nur 40% Westmusik Regel) geschlossen. Ein Lokal für Randgruppen wie Punks, Grufties oder Ökos war in der DDR unmöglich. Die DDR-Bevölkerung hat jedoch trotz aller sozialistischen Logik und Planung einen eher geringen Teil ihrer Freizeit in öffentlichen kulturellen Einrichtungen verbracht. [...]
